CTPF regularly works with the Illinois General Assembly on legislative proposals affecting retirees, active members, beneficiaries, and employers. Lawmakers are most responsive when they hear directly from the individuals affected by their decisions. 

Member participation has already made a difference. During recent legislative efforts related to retiree health insurance, CTPF members submitted more than 800 witness slips in support of proposed legislation.  

Legislators often tell us that personal stories from retirees and educators are among the most effective tools for understanding the real-world impact of public policy.

Current Legislative Priority 

Strengthening Retiree Health Insurance Support 

CTPF's highest legislative priority is increasing state support for retiree health insurance. 

Proposed Legislation 

SB 1893 / HB 4396 

This proposal would: 

• Increase the annual state appropriation for retiree health insurance reimbursement from $65 million to $100 million. 
• Provide future inflation adjustments to help the subsidy keep pace with rising health care costs. 
• Improve long-term support for retired educators facing increasing health insurance expenses.  

Health insurance is one of the most significant expenses many retirees face. Increased support helps maintain access to affordable coverage and improves retirement security.
