2021 Notice of Annual Trustee Elections

Teachers and Pensioners will elect representatives during elections November 1-5, 2021

CTPF will hold elections for:  

  • Two Teacher Trustees to serve three-year terms from November 20212024
  • Three Pensioner Trustees to serve two-year terms from November 2021 – 2023 
Candidate Eligibility

Teacher Trustee 

Candidates for Teacher Trustee must be a CTPF Member, other than a Principal/Administrator, as defined by the Illinois Pension Code (40 ILCS5/17-106);  have been assigned on a regular certificate for at least 10 years in the Chicago Public Schools or Charter schools within District 299 (this includes anyone who is licensed and has worked in the Chicago Public Schools or Charter Schools for at least 10 years on a regular certificate, including as a substitute); and be nominated by a petition signed by at least 200 contributors who are not Principal/Administrators, as provided in 40 ILCS 5/17- 139(1). 

Pensioner Trustee 

Candidates for Pensioner Trustee must be a service, reciprocal, or disability pensioner receiving monthly payments from the Fund; and be nominated by a petition signed by not less than 100 pensioners, as provided in 40 ILCS 5/17-139(2).

Teacher Trustee Candidates

The CTPF Election Committee met on October 4, 2021, to certify candidates in the upcoming Board of Trustees elections. Four (4) active contributors have been certified to run for two Teacher Trustee positions. Click on the name for additional information.

2021 Printing and Mailing Information

In accordance with the CTPF Election Policy, the Fund provides a list of pre-approved print/mail vendors which candidates or their sponsoring organizations may use to distribute campaign materials.

Validated Digital Signatures

Signatures may be collected with paper petitions, the online digital collection system developed by the Election Agent or a combination of both methods. CTPF anticipates that the online collection system will be available by March 1, 2021.

Please note, the nominating petitions cannot be altered or changed in any way. Do not add photos or additional information to nominating petitions.

Submitting Completed Nomination Packets 

A candidate’s signed nomination petition(s) must be received by the Election Coordinator or his/her designee, on behalf of the Recording Secretary, by hand-delivery, U.S. Mail, email, or facsimile. The Fund reserves the right to request a candidate’s original nomination petitions. 

Teachers must return completed nominating petitions between September 16 and October 1, 2021, at 5:00 p.m., (CT). 

Pensioners must return nominating petitions by October 1, 2021, at 5:00 p.m. (CT).

See the CTPF current office hours and calendar for holiday closing information. The office has been closed to the public during the pandemic, and submitting petitions by facsimile or email is highly encouraged.

Validated Digital Signature Submission

Signatures collected using the online system provided by CTPF will be automatically remitted to the Fund.

Pension Representative Information

Pension Reps provide a valuable link between schools and CTPF and we appreciate your assistance throughout the year.  CTPF will distribute election materials in schools and will provide digital tool kits to Pension Representatives.

2021 Credentials Form - All Pension Reps must have a 2021 Credentials Form on file to receive a stipend for the 2021-2022 year.

Pension Rep Webinars

All Pension Reps must participate in an online webinar which will provide information and instructions for conducting the 2021 Teacher Trustee Election. If you attend a webinar AND share information about the election with teachers in your school, you will be eligible for a $100 stipend. You need only register for one webinar. Two live webinars will be held. If you cannot attend a live webinar, the information will be posted online following the presentations.

Eligibility Criteria For Voters

Teachers who are not administrators shall be eligible to vote for Teacher Trustees in accordance with Sections 17-138 and 139. Every Member must have obtained that voter eligibility status on or before October 1, 2021. 

Pensioners receiving a service, reciprocal, or disability pension from CTPF as of October 1, 2021, shall be eligible to vote for Pensioner Trustee.

Schedule of Election Events

February 16

Nomination packets available.

March 1 Anticipated date that online digital signature collection portal will be available. A link to the site will be provided to candidates by email when it goes live. 

September 15

Last day to request nomination packets. Packets must be requested by 5:00 p.m. (CT). 

September 16                                                                                                                      

First day for Teacher Trustee candidates to submit completed nomination petitions. 

October 1

Last day for Teachers and Pensioners to submit nomination packets. Completed nomination packets due to CTPF at 5:00 p.m. (CT). 

Week of October 18

Election materials mailed and online voting available for Pensioner and Teacher Trustee elections. 

November 5

Voting closes for all elections at 5:00 p.m. (CT). All mail-in ballots for the Pensioner Trustee election must be received by this date and time.  

November 18

Trustees sworn in during CTPF Board of Trustees meeting. 

2021 Election Policy

The CTPF Board of Trustees has approved changes to the Election Policy to ensure that the election can continue efficiently and safely during the pandemic.

  1. The Board will allow candidates to collect validated digital signatures on petitions in addition to traditional paper petitions.
  2. Voting materials for teachers and pensioners will be distributed by mail (pensioners have always had materials distributed by mail and teachers had materials distributed by mail in 2020).
  3. Voting materials will be mailed to teachers and pensioners as soon as possible after candidates are certified (instead of requiring the mailing on or after October 17) and voting will open the day materials are mailed.

Voting Process

Voting credentials will be mailed to Teachers and Pensioners this October, and the online voting system will open the day materials are mailed. 

Teachers vote using secure electronic ballots. Pensioners have the option of voting by secure electronic ballot or paper ballot. All paper ballots must be received by the close of voting November 5, 2021, at 5:00 p.m.

The voting agent will email election reminders with voting credentials to all members with valid email addresses on file with CTPF.

All voting must be completed by 5:00 p.m. (CT), on November 5, 2021.

Campaign Activities

No intentional campaign activity by anyone, including but not limited to Trustees, employees, trustee candidates, or sponsoring organizations, is permitted on Fund property, including any space rented, leased, or otherwise used for a Fund event. The Fund may provide a designated area that is part of the property being rented, leased, or otherwise used by the Fund where campaign activity may be conducted by any person or organization. A list of events with designated space for campaign activities (if any) will be posted on the website www.ctpf.org/calendar.
