Overview

November 7, 2018, CTPF held elections for: 

  • One (1) Pensioner Trustee to fill a vacancy for a term ending November 2019
  • Two (2) Teacher Trustees to serve three-year terms ending November 2021
  • One (1) Teacher Trustee to fill a vacancy for a one-year term ending November 2019

Pensioner Election Results

Pensioners elected one (1) Pensioner Trustee to fill a vacancy for a term ending November 2019. Four candidates were certified to run for one open position.

Robert F. “Bob” Bures received the highest vote total, as certified by Election Services Corporation on November 7, 2018.

RECOUNT REQUESTED

The runner-up, Lois Nelson, requested a recount of the 2018 CTPF Board of Trustees Pensioner election, per the “Recount of an Election” provision (Section 410) in the CTPF Election policy.

Election Services Corporation (ESC) conducted a recount of the election which concluded on November 12, 2018. ESC determined that Robert F. “Bob” Bures received the highest number of votes and was certified as the winner of the recounted election.

2018 Teacher Trustee Election Results

Teachers held two elections.

One election selected two (2) Teacher Trustees who will serve three-year terms ending November 2021. Three candidates were certified to run for two open positions in this election.

Gervaise Clay and James Cavallero received the highest vote totals, as certified by Election Services Corporation.

One election selected one (1) Teacher Trustee to fill a vacancy for a one-year term ending November 2019. Two candidates were certified to run for one open position in this election.

Jacquelyn Price Ward received the highest vote total, as certified by Election Services Corporation.

Pensioner Trustee Election Information

CTPF mailed ballots by first-class mail to all eligible pensioners on October 19, 2018. Voting closed on November 7, 2018, at 5:00 p.m. (CT).

Pensioners voted with a traditional paper ballot or using a secure electronic ballot.

All paper ballots must be RECEIVED by November 7, 2018, in order to be counted. Paper ballots received after November 7, 2018, will not be included in the election total.

November 1-7, 2018, CTPF concluded elections for:

  • Two (2) Teacher Trustees to serve three-year terms ending November 2021
  • One (1) Teacher Trustee to fill a vacancy for a one-year term ending November 2019

2018 CTPF Teacher Trustee Candidate Information

Online Voting

All teachers voted online using a secure electronic ballot. Online voting was available from November 1, 2018, through 5:00 p.m. (CT) on November 7, 2018. 

Teachers in Schools

Teachers in schools must secure a voting slip and instructions from your school Pension Representative prior to voting. Your Pension Representative will hand out voting materials in schools on November 1, 2018. 

Citywide/Substitute Teachers

Teachers who are not assigned a school, (citywide/substitutes), will receive voting instructions at their homes via U.S. Mail. Ballots were mailed on October 29, 2018, to addresses on file with CTPF. If you do not receive a ballot but think you are eligible to vote, you may contact Election Services Corporation at 1-866-720-4357.

2018 Pension Representative Information

Pension Representatives will distribute election information in schools. CTPF has recorded a Pension Representative Webinar to explain the election process. Webinars include a review of candidates, voting timeline, voting deadline, and methods of ballot submission.

Pension Rep Webinars

CTPF Pension Reps who complete the election webinar and conduct the 2018 Teacher Trustee Election in their school will be eligible for a $100 stipend. Click the link below to view the webinar.

2018 Election Stipend

CTPF Pension Representatives can receive $50 for distributing election and voting materials in schools and another $50 for reviewing the Pension Representative webinar.

In order for CTPF to process the stipend payments for Pension Representatives must complete and return an attestation form no later than Friday, November 16, 2018, to receive payment in December. All attestation forms received after November 16, 2018, will be held for a second round of payments to occur in the new year.

Eligibility Criteria for Candidates

Individuals who wish to run for office must meet the following criteria as of October 1, 2018:

Pensioner Trustee candidates must:

  1. Be a service, reciprocal, or disability pensioner receiving monthly payments from the Fund; and
  2. Be nominated by a petition signed by not less than 100 pensioners, as provided in 40 ILCS 5/17-139(2)

Teacher Trustee candidates must:

  1. Be a Member, other than a Principal/Administrator, as defined in 40 ILCS 5/17-106;
  2. Have been assigned on a regular certificate for at least 10 years in the Chicago Public Schools or charter schools within District 299 (this includes anyone who is licensed and has worked in the Chicago Public Schools or Charter Schools for at least 10 years on a regular certificate, including as a substitute);
  3. Be nominated by a petition signed by at least 200 contributors who are not Principals/Administrators, as provided in 40 ILCS 5/17- 139(1); and
  4. Complete a 2018 Teacher Trustee Election Designation Form

Nomination Packets

Completed nomination packets were due to the Chicago Teachers’ Pension Fund office at the close of business at 5:00 p.m. (CT), Monday, October 1, 2018. Visit the Candidate Information Page for a listing of certified candidates.

Eligibility Criteria for Voters

  • Teachers who are not administrators shall be eligible to vote for Teacher Trustees in accordance with Sections 17-138 and 139 of the Illinois Pension Code and the Fund’s Administrative Rules regarding the Election of Members of the Board of Trustees. Every Member must have that voter eligibility status as of October 1st of the election year.
  • Pensioners receiving a service, reciprocal, or disability pension from CTPF as of October 1st of the election year shall be eligible to vote for Pensioner Trustee.
