On May 6, 2026, CTPF Trustees and staff held a successful lobby
day in Springfield, Ill. The event educated lawmakers about CTPF’s
legislative priorities and included a subject matter hearing on the
health insurance funding bill HB 4396. Executive Director
Carlton W. Lenoir, Sr., Trustee Maria J. Rodriguez, Recording
Secretary Lois Nelson, and Vice President Quentin S. Washington,
offered in-person testimony urging lawmakers to advance the bill. The testimony was
supported by more than 800 witness slips filed by CTPF members and stakeholders.

before lawmakers and that our collective
voice was heard in support of our legislative
priorities, in particular our Health Insurance
funding bill HB 4396,” said Executive Director
Carlton W. Lenoir, Sr. “Standing together
reinforces the importance of this legislation
and underscores the real impact these
decisions have on our retirees.”
NEW LAWS SIGNED BY GOVERNOR
PRITZKER
On June 26, 2026, Governor J.B. Pritzker signed HB 4575, now PA 104-0498 into law.
The legislation widens the filing period for CTPF Trustee elections and became
effective immediately upon signing.
HB 4576, now PA 104-0614, requires employers to retain payroll records for at least
five years, aligning recordkeeping requirements with CTPF’s audit needs and ensuring
the Fund has access to the records necessary to conduct employer audits and verify
pension-related reporting and contributions.

CTPF FUNDING UPDATE
CTPF’s required contribution is $1,026,660,000 for fiscal year 2026.
As of August 14, 2026, CTPF has received:
• $313.1 million from property tax receipts credited to the
normal cost requirement
• $363.1 million from the State of Illinois
• $6.1 million from the Chicago Board of Education
CPS total balance of $344.4 million is outstanding and payment is expected this
fall, with interest.
FUNDED RATIO
CTPF’s funded status is calculated by the Fund’s actuary once a year, and the next
report will be available this fall.
CTPF PENSIONS
When members vest, they qualify for a lifetime pension, guaranteed by the Illinois
Constitution. Pensions are determined by a formula, and do not
change with market conditions.
